I am only 17 but I want to work at Stevens Pass, a ski resort in Washington. It is said that just turned 16 years old to work, but the only job you can have is a ski instructor of youth. I've been skiing since I was 9 years and I am good enough to be an instructor. What should you do to be eligible to become an instructor?

You start after other for instructors about their classes, teachers being boring if nobody else wants to teach (usually young children who are forced by their parents and can barely walk, much less resort), then work your way into more advanced classes. After entering a specific number of hours you can join PSIA for a hundred dollars a year. After passing the examination level (easy as hell) can get discounts on all types equipment and resources to generally better paid. Some stations require you to become a certified PSIA instructor to teach advanced classes, but the only real constraint point of departure is the simple ability to ski well and have a friendly personality.
